Cecil County fills Maryland’s northeast corner, between the Susquehanna River and the Delaware line, with the head of the Chesapeake Bay along its south side. I-95 and Route 40 cross the middle, the Elk and North East rivers cut in from the Bay, and the north end is rolling farmland up to Pennsylvania. I’m Evan Weissman. I buy Cecil County houses for cash as-is, and as a licensed agent, I can also list yours when that will net more.

Cecil County Towns I Cover

Each page covers the local housing, streets and paperwork:

  • Elkton: the county seat, with older homes near Main Street and subdivisions around it
  • North East: the town at the head of the North East River, with river cottages and newer homes
  • Rising Sun: a small town near the Pennsylvania line, surrounded by farms
  • Perryville: the river town where the Susquehanna meets the Bay

I also buy in Port Deposit, Charlestown, Chesapeake City, Cecilton, Conowingo, Earleville and the countryside in between.

I’ll look at almost any house: single-family, townhome, row, twin, or multi-family, any age, any condition, any situation.

Rivers, Farms and Town Taxes

Along the water, Cecil has old river towns and cottages that started as summer places, plus newer homes with views. Lots within about 1,000 feet of tidal water fall in the Chesapeake Bay Critical Area, which limits building near the shoreline, and some low ground floods. In the north, there are farmhouses and newer homes on large lots, mostly on wells and septic. Around Elkton and along Route 40, there are 1950s through 1990s ranchers, split-levels, townhomes and apartments.

Towns add their own property tax. SDAT’s 2026-27 rates per $100 are 0.6356 in Elkton, 0.48 in North East, 0.46 in Rising Sun and 0.3834 in Perryville. Outside the towns, only the county rate applies.

Cecil County Records and Costs

Estates go to the Register of Wills in the Circuit Courthouse at 129 East Main Street in Elkton. The county tax sale was June 1 in 2026, according to SDAT. Cecil charges a 0.5% transfer tax and recordation of $4.10 per $500, plus the state transfer tax. Your contract sets who pays what, and the title company shows every figure.

Three Ways to Sell

Option 1: I buy the house as it is

No repairs, cleanouts or showings, anywhere in the county. I don’t charge a commission on my purchase, and you choose the closing date.

Option 2: List it with me as your agent

If your house is updated and you have time, a listing in Cecil can bring more. That path costs a commission and takes longer, so I’ll show you both nets.

Option 3: Renovate and Sell Together

Where it fits, Evan can handle and pay for the updates under a written agreement, then sell on the open market. The cost of that work is repaid at settlement. You keep ownership until the sale. There is no guaranteed sale price or profit. Review any agreement with your own attorney before you sign.

I renovate most houses I buy with my own crew, and if I partner with another local buyer on yours, I’ll tell you before you sign.

Side-by-side paths: cash offer vs listing in Maryland.

Behind on Mortgage Payments

If you are behind on your mortgage or facing foreclosure, start with free help before you decide anything. A HUD-approved housing counselor costs nothing and can walk you through options with your servicer, such as catching up, a repayment plan, forbearance, or a loan modification. The Maryland HOPE hotline, 1-877-462-7555, connects homeowners with those counselors. If you have court papers or a sale date, I also recommend talking with a Maryland attorney. I can’t promise to stop a foreclosure, and I won’t pressure you. If you and your counselor decide a sale makes sense, I’ll put a cash number next to a listing plan so you can compare. More here: behind on mortgage or facing foreclosure.
