Licensing a Rental Before You Sell

Many York Road area houses are rentals. In Baltimore City, a non-owner-occupied house has to have a rental license, which requires an inspection by a Maryland-licensed home inspector, and pre-1978 rentals have to meet Maryland’s lead rules. If your license lapsed or the house was never licensed, you can still sell to me. We’ll put it in the contract. See difficult tenants when you want to sell and lead paint when selling.

York Road Frontage vs. Quiet Blocks

A house right on York Road has more traffic and sometimes commercial neighbors. A row two blocks east on a tree-lined street feels completely different. Waverly’s blocks near the farmers market and Ednor Gardens draw different buyers than the blocks near Greenmount. I look at the exact address when I make an offer.

Common Repairs on These Rows

I see flat roofs that need a new coating or full replacement, front porches that need rebuilding, old electrical service, cracked basement walls, and kitchens from the 1980s. Rentals add tenant wear and sometimes unpermitted work. All of that is my problem when I buy as-is.

Closing Costs and Taxes

At settlement, Baltimore City charges a 1.5% transfer tax and recordation of $5.00 per $500, plus the state’s 0.5%. The contract sets the split. Property tax runs $2.248 per $100, and owner-occupants get a 4% homestead cap.

Landmarks Buyers Know

Belvedere Square’s market and shops, the Senator Theatre’s marquee on York Road, the Waverly farmers market on Saturday mornings, and the YMCA on the old Memorial Stadium site are all landmarks buyers use to judge a block. Being a few minutes’ walk from one of them helps on the open market. It doesn’t change how I make a cash offer, which is based on the house.
