Hampden and Woodberry started as mill villages along the Jones Falls in the 1800s, built for the workers in the cotton mills. West 36th Street, known as The Avenue, is the main street now, and the old mills like Clipper Mill have been turned into homes and offices. The Woodberry Light Rail stop and Druid Hill Park are close by. I’m Evan Weissman. I buy here for cash as-is, and I’m also a licensed agent who lists homes.

Mill Rows, Hills and Tiny Lots

Many houses here are narrow brick or stone rows from the 1800s and early 1900s, some only twelve or thirteen feet wide, on steep streets that drop toward the Jones Falls. The tight lots leave little parking. Hillside rows can have retaining walls that are failing and water running toward the basement. Inside, I find low ceilings, steep stairs and rooms that have been reworked more than once over a century.

I’ll look at almost any house: single-family, townhome, row, twin, or multi-family, any age, any condition, any situation.

Your Homestead Cap and Your Next Tax Bill

Hampden prices have climbed for years, but owner-occupants in the City only see taxable assessments rise 4% a year under the homestead credit. When you sell, the new owner’s taxes reset to the full assessment. That matters to buyers comparing monthly costs. Rates are $2.248 per $100 for 2026-27. The SDAT site shows both your full and capped assessments.

Not Every Hampden House Is Ready for the Avenue Price

Updated rows near The Avenue sell quickly. A row with original wiring, a sagging rear addition and a wet basement is a different story, and buyers will spot it in the inspection. If yours is updated, listing is probably the better move. If it isn’t, a cash sale may be simpler.

Settlement in the City

You’ll need a City lien certificate. The City’s transfer tax is 1.5% and recordation is $5.00 per $500, and the state adds 0.5%. The contract decides the split.

Parking, Permits and Additions

On narrow Hampden streets, a rear parking pad or garage is worth real money, and an unpermitted rear addition or basement apartment can cause problems with a financed buyer. If work was done without permits, tell me. I’ll still buy the house, and I won’t ask you to make it right first. Check what the City has on file before you list.

Three Ways to Sell

Option 1: Cash for a row that needs work

I buy as-is, so there’s no inspection back-and-forth. I pay no commission on my purchase, and you pick the closing date.

Option 2: List an updated Hampden row

Demand is strong for updated homes here. I’ll list yours if the open market is clearly the better route.

Option 3: Renovate and Sell Together

Where it fits, Evan can handle and pay for the updates under a written agreement, then sell on the open market. The cost of that work is repaid at settlement. You keep ownership until the sale. There is no guaranteed sale price or profit. Review any agreement with your own attorney before you sign.

I renovate most houses I buy with my own crew, and if I partner with another local buyer on yours, I’ll tell you before you sign.

Side-by-side paths: cash offer vs listing in Maryland.

Behind on Mortgage Payments

If you are behind on your mortgage or facing foreclosure, start with free help before you decide anything. A HUD-approved housing counselor costs nothing and can walk you through options with your servicer, such as catching up, a repayment plan, forbearance, or a loan modification. The Maryland HOPE hotline, 1-877-462-7555, connects homeowners with those counselors. If you have court papers or a sale date, I also recommend talking with a Maryland attorney. I can’t promise to stop a foreclosure, and I won’t pressure you. If you and your counselor decide a sale makes sense, I’ll put a cash number next to a listing plan so you can compare. Do you buy old mill houses in Hampden?

Yes. Narrow stone and brick rows from the 1800s are a big part of what I buy here.

Will my buyer pay the same property tax I pay?

Probably not. Your homestead cap goes away at sale, and the buyer’s bill resets to the full assessment.

Can you buy a hillside house with a failing retaining wall?

Yes. I price in the wall and any drainage work.

Should I list instead of selling for cash?

If the house is updated, listing probably nets more. I’ll show you both numbers.

Do you buy in Woodberry near the light rail?

Yes. I buy throughout Woodberry and the Jones Falls valley.
