Most of western Howard is outside the county’s Planned Service Area for public water and sewer, so houses here usually depend on a private well and septic system. Buyers’ lenders often want a water test and a septic inspection, and an older system can turn into a negotiation. Zoning out here is largely rural, Rural Conservation and Rural Residential, which limits how land can be split up.
I buy houses on well and septic regularly. If the system is old or failing, I price that in so you don’t have to replace it before selling.

What the Houses Look Like
In Clarksville, near River Hill and the newer shopping on Route 108, you’ll see large colonials from the 1980s through the 2000s, many on an acre or more. Highland has some of the same, plus older farmhouses and homes on long driveways closer to the Triadelphia Reservoir side. Big houses mean big systems: multiple HVAC units, large roofs, and finished basements that can hide moisture.
If your house is updated, a listing will usually do well here, and I’ll tell you so plainly.
Some parcels out here also carry agricultural preservation easements, which permanently limit development on the land. If your property has one, it stays with the land when you sell. Bring the easement paperwork, and I’ll factor it into my offer.
