The Rocky Gorge Reservoir and the land around it belong to the water utility, so some Scaggsville lots back onto protected woods instead of more houses. Buyers like that, and it can help value. On the other hand, older houses down long lanes near the reservoir can be harder to reach for big repair crews, which I factor in.
