Annapolis has more layers than most Maryland towns. There’s the city itself, with its own taxes and its historic district, and there are the neighborhoods outside city limits that still carry an Annapolis address. I’m Evan Weissman. I buy Annapolis houses for cash in any condition, and since I’m also a licensed agent, I can tell you when a listing is the smarter move.

Call or text (410) 498-7473, or request a cash offer.

City Limits Make a Real Difference

Inside the City of Annapolis, you pay a city property tax on top of a reduced county rate. SDAT’s 2026-27 table shows 0.738 per $100 for the city and 0.577 for the county inside city limits. Neighborhoods like Eastport, Murray Hill and West Annapolis are in the city. Places like Hillsmere and Bay Ridge in 21403 have Annapolis addresses but sit in the county. Check your tax bill before you price the house, because buyers will.

City rental properties also need an operating license from the city. If you’re selling a rental, have that paperwork handy.

I’ll look at almost any house: single-family, townhome, row, twin, or multi-family, any age, any condition, any situation.

Historic Homes, Tidal Flooding and Old Systems

Inside the Annapolis Historic District, exterior changes like windows, siding and porches go through the city’s Historic Preservation Commission. That matters to buyers who want to renovate. Near City Dock and parts of Eastport, high tides and storms push water into the streets, and some lots carry flood insurance.

The houses themselves range from 18th and 19th century frame and brick to post-war homes in West Annapolis and newer builds farther out. Older ones often hide knob-and-tube wiring, settling floors and plaster that’s held on through a lot.

Probate and Taxes for an Annapolis House

The Anne Arundel Register of Wills is in Annapolis itself, at 2011 E Commerce Park Drive. The county runs its tax sale once a year, June 3 in 2026 on SDAT’s schedule. Waterfront lots fall under Critical Area rules within about 1,000 feet of tidal water, which limits clearing and additions.

Three Ways to Sell

Option 1: I buy it, historic quirks and all

No contractor bids, no Commission hearings, no showings. You don’t pay me a commission, and closing happens on your timeline.

Option 2: List it with me in the Annapolis market

Annapolis can reward a good listing, especially for houses buyers can move right into. Listing brings a commission and a longer path, and I’ll lay out both nets on one page.

Option 3: Renovate and Sell Together

Where it fits, Evan can handle and pay for the updates under a written agreement, then sell on the open market. The cost of that work is repaid at settlement. You keep ownership until the sale. There is no guaranteed sale price or profit. Review any agreement with your own attorney before you sign.

I renovate most houses I buy with my own crew, and if I partner with another local buyer on yours, I’ll tell you before you sign.

Side-by-side paths: cash offer vs listing in Maryland.

Behind on Mortgage Payments

If you are behind on your mortgage or facing foreclosure, start with free help before you decide anything. A HUD-approved housing counselor costs nothing and can walk you through options with your servicer, such as catching up, a repayment plan, forbearance, or a loan modification. The Maryland HOPE hotline, 1-877-462-7555, connects homeowners with those counselors. If you have court papers or a sale date, I also recommend talking with a Maryland attorney. I can’t promise to stop a foreclosure, and I won’t pressure you. If you and your counselor decide a sale makes sense, I’ll put a cash number next to a listing plan so you can compare. More here: behind on mortgage or facing foreclosure.

Will you buy a house in the Annapolis Historic District?

Yes. I buy historic houses knowing exterior work needs the city’s approval. You don’t need to get anything approved before you sell to me.

Does an Annapolis house inside city limits sell differently?

The city tax and rental licensing are the main differences. Buyers look at the total tax bill, so I include it when I compare a cash offer to a listing.

Can I sell an Annapolis house that floods at high tide?

Yes. Tell me how often water reaches the house or the yard and whether you carry flood insurance. I factor it in and buy it as-is.

Do I need a rental license to sell my Annapolis rental?

You don’t need one to sell, but a buyer will ask whether the house has been licensed. I can buy with tenants in place and work through it at closing.

Where do I start probate for a house in Annapolis?

The Anne Arundel Register of Wills on Commerce Park Drive in Annapolis. A personal representative can sign once appointed.
