When the big systems come due at once, owners usually have three choices:

Your water and sewer. Baltimore City meters and bills the water here. The county’s sewer fee is a separate line on the July property tax bill, based on the prior year’s water use. The title company takes care of both at closing.

HOA paperwork. For a townhome in an association, Maryland requires the seller to provide the association’s resale documents. Fees owed or open violations can usually be settled from the proceeds.
