The Area and Its Homes
This part of the county stretches from Loch Raven Reservoir up through the Jacksonville crossroads at Jarrettsville Pike and Paper Mill Road, out along Sweet Air Road and Merryman’s Mill Road, and over to Sparks and Glencoe on York Road, where the rail trail follows the Gunpowder. Phoenix and Jacksonville share ZIP 21131, and Sparks and Glencoe are 21152.
The homes here are usually:
- Colonials and contemporaries from the 1970s through the 90s on one- to five-acre lots
- Ranchers and split-levels on large wooded lots
- Older farmhouses and stone homes along the country roads
- Homes with extras: in-ground pools, big decks, finished basements, detached garages

Where the Big Costs Hide
These are the items that make updating a larger home expensive, and that I take on when I buy:
The roof. A big, steep or complicated roofline costs much more to replace than a simple one.
Heating and cooling. Larger homes often have two or more systems, sometimes a mix of heat pump, oil and propane.
Pools. An aging in-ground pool can need a new liner, pump, decking or full removal. Some buyers love pools. Many don’t.
Decks and porches. Wide wood decks from the 80s and 90s often need rebuilding.
Kitchens and baths. In a bigger home there are simply more of them to update.
Well and septic. Most homes out here are outside the county’s public water and sewer area. A financed buyer will usually need a water test and a septic inspection. I don’t.
Closing Details for Phoenix and Sparks
Utilities. Most homes here use a private well and septic, so there’s no county sewer charge or city water bill to settle. If your home does have public sewer, the county includes the charge on the July tax bill, and the title company handles it.
Shared lanes. Some homes are reached by a private lane shared with neighbors. Title will look at the recorded access rights and any road agreement.
Estates. If you inherited the home, the estate starts with a filing at the Baltimore County Register of Wills in Towson. A personal representative can sign once appointed. See selling an inherited house.

No. It’s common in larger homes here. I’ll look at each one on the walk-through and price accordingly.
